A final plenary session of all parties has just begun in Bali.

A small group of 40 ministers and high-level officials has reportedly brokered a deal just after 2:00 am local time. According to James Langston VI of the Earth Negotiations Bulletin, the text would start a Bali roadmap leading to a post-2012 agreement in Copenhagen in 2009. The roadmap would include a “twin-track” process under the Convention and the Protocol.

Under a “twin-track” the U.S. - who has not ratified the Kyoto Protocol, would be isolated and managed separately.
